I had this recirculated to consider further the point raised at X in your minute of the 25th July. I do not think that there is any point

What in making further enquiries for precedents. seems to be desirable is to take effective steps to prevent the person who is granted a site from disposing of it to anyone else, save in exceptional circumstances. It may be, of course, that the grant is not in any case transferable and that there Perhaps Is thus no need to take any further action.

If it is worth while you would consider this point. making the suggestion it will not, I think, be too late to pass it on.

I am not sure if I have understood Mr. Mayle's minute above,

Except by asking the Governor, I do not think we have the means of knowing whether it is his intention to place limitations on the resale of Crown land disposed of in the circumstances set out in 1. I should have thought that to freeze this land as at X above might considerably retard the development sehemes which is the purpose of the Governor's proposal.

Would not a possible check on speculation be the placing of a limitation on the profit that could be made on resale if this is practicable?

Perhaps Mr. Hastings would advise.
